Does unemployment benefts affect the amount of local tax refund?

Federal and state have already considerably reduced the total refund amount, because I received the not taxed unemployment benefits last year. I can’t give up anymore portion of my refund, specially local tax.

the unemployment will go under your income on the 1040, therefore enlarging the amount of income you have to be taxed, unless you paid your unemployment back
