I am not looking for job boards or job websites or yellow pages. I need a central repository for all the companies. I know small businesses will deal with the SBA etc, but what do all the companies register with?

try the local chamber of commerce, they should have a website. Or…you could just drive down the street in the area you would like to work, close to your home. Write down the names of the companies and then look them up on the internet. Most larger companies have a website and usually post job openings on them.
Yahoo yellow pages can find companies near you. Then you can call and ask if you can fax your resume over. There is also a directory in the reference section of your library that lists the companies in specific industrial areas. Ask your reference librarian
