Why can I only find jobs that are 12 dollars an hour?

Bachelors degree in what? Thats the key point.
Are there that many job opportunities in Poughkeepsie? Because the economy is so good and unemployment is so low, you might need to look outside of your area to where your talents are wanted and consider relocation.

It sounds like that is the going rate in the profession you are applying for. You need to be applying for professional positions if you are expecting a professional pay check.
You also may want an unbiased opinion on your resume, it may not be as great as you think it is.
