Why do local trucking jobs require OTR experience instead of being the opposite way?

the over the road experience is what they are looking for because it gives you more time behind the wheel.and when they say they want two years generally its two years driving big trucks.not dump trucks.
Because they do not just turn anyone loose with their trucks.
